Proposed genocidal law to persecute
and execute GLB persons in Uganda

"GLB" is an acronym referring to gays, lesbians, and bisexuals. More commonly, the letter "T" is added to
refer to transgender persons and transsexuals. Sometimes "I" is added to refer to intersexual persons.


Same-gender sexual behavior has been illegal in Uganda for many years.

Late in 2009, a bill surfaced before the Ugandan Parliament that would greatly increase the penalties associated with convictions. Some acts would lead to execution; others to life imprisonment.

Any Ugandan who was aware of a person engaging in same-sex sexual behavior. whether gay, lesbian or bisexual (GLB) would be required to report the activity to the government or face a potential three year jail sentence.

If the bill had became law as it was introduced, Uganda would join the six predominately Muslim countries that execute sexually active persons with a homosexual or bisexual orientation.

This bill is an excellent indicator of the rapidity of shifts in world conflicts:

  • During the 1940's much of the world joined in a common effort to defeat Naziism.
  • After World War, we experienced the Cold War -- a clash of economic systems: Communism vs Capitalism
  • More recently, we have seen clashes among three monotheistic religions: Christianity, Islam and Judaism.
  • Currently, we seem to have a new front opening up, between religious conservatives and the opposing religious moderates, religious progressives, and secularists. Much of the battle ground involves sexual orientation. In a few European states, South Africa, Canada and in 19 states plus the District of Columbia in the U.S., a same-sex wedding is an occasion for the loving, committed couple and their families and friends to celibrate. In six predominately Muslim countries it is an occasion for arrest, trial and potential execution. The remaining contries of the world respond with something between massive jail sentence and decriminalization.

If the bill in Uganda ever became law, that country will join the six Muslim countries for whom same-sex sexual behavior can be a capital crime resulting in state execution. Fortunately, due to international pressure, the maximum penalty specified in the bill was reduced from execution to life imprisonment before the bill was signed into law.
