Developments during 2018:

2018-JUL: Nevada execution postponed:

Scott Raymond Dozier, 47, was on death row in Nevada. He had previously been convicted of committing two murders. He had expressed the preference to die rather than to spend the rest of his life in prison. He had said: "Life in prison isn’t a life.

Dozier was scheduled to be executed on Wednesday, JUL-11 using a previously untried combination of three drugs. However, Alvogen, the manufacturer of one of the drugs, objected to its use to kill a person. They said that the state had illegally purchased their product Midazolam through subterfuge and had intended it to be used for unapproved purposes. It is intended to be used for anesthesia, procedural sedation, and for people who have trouble sleeping, or experience severe agitation. To execute someone, it is injected first to produce unconsciousness before fentanyl is injected slow breathing, and then cisatracurium is injected to stop it.

Dozier was within an hour of eating his last meal when the judge's ruling was announced. The state is expected to appeal and a hearing has been scheduled for SEP-10.: 1

2018-JUL: Ohio prosecutor advocates the return of firing squads:

Joe Deters, the county prosecutor in Hamilton County, OH reacted to human rights advocates suggesting that lethal injection is inhumane. He said:

"We had an electric chair. They said that was too cruel, which the courts have found is not, by the way. Then we went to the lethal injection. Now they say that’s cruel. So, as far as I’m concerned, bring back the firing squad. It’s constitutional and just end ... [the controversy] it right now. ..."

"Stop this: ‘we don’t have the drugs, we don’t have the proper facility, we can’t buy the drugs’... well, buy a rifle."

“We are killing someone, okay. This is not supposed to be a pleasant experience. They are being executed.” 2

In 2014, a two-drug execution method took 25 minutes to kill an inmate on death row in Ohio. One of the drugs used was midazolam, to cause paralysis. It was accused of violating the 8th Amendment of the U.S. Constitution which forbids cruel and unusual punishment. Three years later, they adopted a three-drug regimen. which remains controversial.
